Default shrink or enlarge an object in a photograph

When I am doing photo editing, sometimes I need to shrink or enlarge an object in the picture. How do I do this in PhotoPlusX6?

For Example, shrink a person's ear or nose, or make a person look skinnier. Maybe enlarge a certain part of the body.

Could somebody please explain what steps should I take.

As I remember, he was using the smudge tool with very large diameter brush and 100% opacity to drag the outline of a person inwards.

Sorry, I removed it because someone made a complaint that I was being unfair to overweight people. I used the term fat too many times in the video.
The person in the video was a lady on the beach who was clearly overweight,(fat)...

I don't have this video anymore, but if I can recall I
used the CLONE, PINCH, ELASTIC WARP, and probably some others which I can't recall.

Every photo has to be addressed in a different way as one method is not suitable for each photo.
If you can elaborate on what you are trying to accomplish in detail maybe
we can help you more.
