Default How is this background done?

Can anyone tell me how something like this could be created?

Basically, I would use the motion blur effect.
Here are the steps I have used:
- Create a background (with the background colour).
- Duplicate the background.
- Paint the second colour.
- Add some spots of white. (picture 1)
- Apply the motion blur effect (picture 2)
- Move the layer and rotate it.
- Finish with some eraser and brush work (with a very low opacity)
